As part of our commitment to creating focused, engaging, and supportive learning environments, the Osnaburg Local Schools Board of Education has adopted a new cell phone policy for the 2025–2026 school year. This decision is in alignment with Ohio’s Cell Phones in Schools Model Policy and is designed to help students fully connect with their classmates, teachers, and learning experiences.

Why the Change?
Research shows that student cell phone use during school hours can have negative effects on both academic performance and mental health. Studies indicate that frequent cell phone use distracts from classroom instruction, leading to smaller learning gains and lower test scores. Additionally, it has been linked to higher rates of depression, anxiety, and other mental health concerns in children.

When and Where Cell Phones May Be Used

  • Elementary & Middle School – Cell phone use is prohibited at all times during the school day.

  • High School – Cell phone use is prohibited during instructional time.

Exceptions
Cell phone use will be allowed for purposes documented in a student’s Individualized Education Program (IEP) or 504 Plan, or to monitor or address a health concern.

Storage Requirements
When cell phone use is not permitted, students must keep their devices in a secure location, such as:

  • Their locker

  • A closed backpack

  • A storage device provided by the district

Progressive Discipline for Violations
If a student does not follow the policy, the following steps may be taken:

  1. Verbal Warning – Student is reminded of the policy and asked to store the phone appropriately.

  2. Temporary Storage – Phone is kept by the teacher or administrator for the remainder of the class or period.

  3. Office Storage (Same Day) – Phone is placed in the school office for the rest of the day.

  4. Parent Pickup – Phone remains in the office until a parent or guardian retrieves it.

  5. Parent Conference – A meeting is scheduled to discuss ongoing concerns about cell phone use.
